"We'll get your granddaughter back for you, Mr Taylor, I promise you that."
It is this promise, made when he was a young sergeant, which comes back to haunt the now much older DCI Charlie Woodend.
Young Angela has been missing for over twenty-four hours and, in the opinion of psychiatrist Dr Stevenson, her kidnapper will first torture and then kill her.
Even at the start of the investigation, Woodend is aware of the damaging strains operating within his own team. Inspector Bob Rutter seems unable to control his infatuation with the unscrupulous journalist Elizabeth Driver, while his ex-lover, Sergeant Monika Paniatowski, is rapidly developing affection for Rutter's daughter.
The more the investigation proceeds, the less Woodend can see any signs of hope. He failed George Taylor- his granddaughter's battered body was eventually pulled out of the Thames. And he knows deep within himself that he will fail again.
